Ekusheyr Shadhinota Unicode keyboard manager requires Windows with Unicode layer. 9x versions of Windows (Windows 95/98/ME) don’t have any Unicode (UTF-8) layer and for that reason, you cannot take the advantage of Unicode in 9x versions of Windows.

Supported Software
UTF-8 and the complex Unicode scripts are not supported by older software. Newer software, especially from large companies has support for OpenType fonts. The latest Microsoft products are offerings all support OpenType technology, as does OpenOffice.org, but Adobe products don’t have OTF support yet..
